Best Beginnings Child Care Scholarship Program

ECCS participates in the Best Beginnings Scholarship Program. The Early Childhood Services Bureau offers Best Beginnings child care scholarships to qualified low-income families. Each family participates in the cost of that care by making a co-payment based on a sliding fee scale.

Best Beginnings STARS to Quality Program

The Best Beginnings STARS to Quality Program is a voluntary quality rating and improvement system that aligns quality indicators with support and incentives for early childhood programs and early childhood professionals.

There are three main components to STARS:
  1. Workforce Development
  2. Quality Rating and Improvement System
  3. Infrastructure to administer the programs, provide training, coaching, and technical assistance, and to validate the STARS system
